Sir,

A friend of mine in Hong-Kong, Miss Vera Volkova, holder of a U.S.S.R. passport has applied to the Coloni al Secretary there for a visa to proceed to the U.K.

As Miss Volkova has applied on the grounds of her engagement in marriage to me, it has been suggested, unofficially that I should myself take the matter up this end in order to satisfy the competent authority as to the "bona-fides" of Miss Volkova's terms of application.

I have therefore written to H.E. the Under Secretary of State, setting forth the case, and I am now in receipt of a reply (Dep: V. 1086) stating that it will be given due consideration when Miss Volkova's application is referred to the department.

However, Miss Volkova has written me from Hong-Kong to say that the authorities there have informed her the application will be referred to your department prior to the Home Office.

I would therefore appreciate hearing from you whether this application has been received from Hong-Kong, and if so whether, in view of the exceptional grounds of application, you would be prepared to recommend the Hong-Kong Government to grant this visa.

To reiterate the terms of my letter to H.E. The Under Secretary of State, Aliens Dept., I would explain that arrangements for our marriage were in train in Hong- Kong during May of this year but due to my enforced departure at short notice little time was available ere my departure, for its consummation. In the circumstances

it seemed wise to defer the ceremony, and it was then mutually understood that we would be married as opportunity availed in the near future. As I shall not be returning
